Anyone seen this bike before?

I was riding around when I spot this lil bike, never seen one like it. I thought it was pretty cool. Where does the gas goes, on the frame? How much gas does it takes? I would like to talk to the owner but didn't know where he was.

Whoever made it was pretty bold with the name "MadAss" . I wonder if that is the company name or the model but I think it would be fitting for either.

Honestly, for a neighborhood runabout or just for work (if I didn't have to catch the freeway), I'd own one.
