I had that problem too. I thought it must be beacuase I use a trackball, some programs still don't like them. I kept at it thought until it let me do them all

I got 48/48!!! sorry, had to brag a bit, but you have to get that little arrow in just the right spot. Apparently UP of Michigan doesn't count as part of the state.

48/48 as well, but buggy. The world cities/places game posted by darthfrosty is more challenging, I got to level 7.
