Who comes up with this crap? Now we cannot go after bad guys without approval? And the ones giving approval are a "review board" not the commander in chief. Oh and if anyone thinks the bad guys don't have someone in the "review board" that will give them a heads up, heh, I got some ocean front land to sell ya in Nebraska
