The weather and insane traffic make the large scooters the preferred choice of young Japanese guys. They are basically waterproof in a country with a rainy season and they are much more maneuverable in city traffic than a full-on motorcycle, 90 percent of which are 400cc or smaller.
A co-worker at a high school I taught at had a rockin '06 Hayabusa but he said it wasn't practical for anything but taking a ride on the toll roads out of town and even then it was too big for many of the country roads. Basically a Hayabusa in Japan doesn't work as well as in countries with wider roads and more land space...
