I have a similar billet mod made by someone else and its been in my bike for over a year. I haven't had any locking of the rear wheel but I ride on the streets.
Use ecu editor to remove limiters, raise rpm and if the tuner knows how to use ECU editor then you will not need a power commander. If your tuner likes the power commander then that's what you might have to use.
I agree the pin lock works great. I got one for my sons HJC RPS10 helmet and he absolutely loves it. The fogging of the face shield is minimal to nothing with the pin lock/insert.
He is going in the correct direction with gearing just due to the fact its a gen 2 by looking at the gauge cluster. 18/43 is stock gearing on a gen 2. A stock gen 2 with do over 185 mph with a flashed ecu with raised rev limiter to 11,500 rpms in 5th gear.
