I'll just say this.....if it WAS Obama who caused the "positive uptick" he sure as heck isn't taking care of his home state. Paper reported an additional 900 jobs lost in the month of February for IL bringing unemployment up .1% to 11.4 now! 
And this is from a VERY liberal paper. They'll hardly even allow any conservative view from readers to be submitted in the "letters to the editor" section and have not a single conservative columnist....not ONE! But they love being the bearer of bad news and this obviously qualified!
One more bit of good news....the IL State Police are going to lose 600 troopers out of their force of 2100+. About 160 of those are through retirements that would have happened anyway and won't be replaced, the other 440 will be let go period.
