I remember that problem. Took off the wheel and mudguard, even bought the fork seals for the job. But when I had the bike jacked up I couldn't find a problem. So I didn't tear down the forks. Lucky thing too.
A couple of days later my headlight bulb blew. I changed it and the rattle went away. Maybe the bulb was loose or the filament was flapping around inside. I dunno but the problem went away.
