Does Gauge Cluster Turn On With Kickstand Down?

Doing some troubleshooting on my '07 setup. If you turn the key on does the gauge cluster initialize but just wont start with the kickstand down? Or, will the gauge cluster not even turn on at all? Thanks !!!!

Gauge cluster should light up.

The gauge cluster should light up when the key is turn to "on" and the needles will sweep too.
Doesn't matter if the kickstand is up or down.

Also the bike will start with the kickstand down IF in neutral and the clutch lever is pulled.
