Gas cap dis-assembly

What's the trick to getting the gas cap separated from the mounting ring? I have separated them before but I can't seem to punch the roll pin out this time. I'm replacing the lock and want to use the outer ring that I had powder coated before. The roll pin doesn't want to come out.

I was thinking of replacing my lock also on my 08, sometimes its very hard to get open and I have to struggle with the key, dont know if its from water getting in the lock mechinizim or what.

If you decide to replace the ignition lock you need a tamper resistant Torx 40 driver. I bought a complete set of tamper resistant Torx at Princess Auto for $13.
