Won't Start. Pump, Regulator Or Electric

Need some advice. Gen 1 turbo, that won't start. I've got it down to fuel. I'm using a good battery, vortech SFMU (like BEGi, but also sets baseline pressure), decent fuel pump. Injectors aren't firing because I can only get pressure to 39 on prime. Cranking only gets to 35 max and pulses with the cranking down to 25. Pressure regulator already maxed out. Took out filter, same results. Wired pump straight to battery, psi went to 45 on prime, starts no problem.

I'm thinking pressure regulator. I was thinking even with a crappy fuel pump, I should be able to adjust a baseline past 45psi. I was gonna get a 044, but really think it is overkill and although it flows more, im not sure that equals more psi.

Or since it starts straight to battery, maybe there is an electrical draw somewhere and everything else is ok.

Any ideas? It's def one of the three. And they are expensive to replace, so I don't wanna get it wrong. Thanks
