It says the "file" is too large. I dont know how to "SHRINK" it.

open the picture in paint and go to the stretch/skew function. REduce the size by whatever % you wish. When you are done, check the properties and make sure the file size is ok. GL

I went in to "paint" and reduced the 100% to 50%. How do I do the 460x480? I'm pretty much devoid of any computer skills.

You can also DL photo resizer pro for free and resize a #### load of pics at the same time. And you can choose the actual size you want as well.
