Don't know about your figures, but absolutely agree that this is not a black problem to quote you, however the entire entitlement system is a problem for this country and it's growing as we collapse.
2.2 Billion dollars spent on free cell phones and phone service last year, as complaints come in from people whose dead relatives are receiving unsolicited phones ...... I could go on and on and on.
