Tell big question is what is on the other end of the wire.. trace one and post that pic, that will give us data for a pretty clear answer....

Found something attached to the wiring that says lite glow

Yup its got a light up kit on it ...well I know those are illegal here so that's coming off... plus some of the wiring is broke away from the solder
