In the second video the biker I would say is totally at fault but driver of blazer incriminated themselves by driving away.
Least it looked like they didn't stop?

Agreed on all points. Though the driver may have been afraid to stop for fear of retaliation as some of the bystanders sounded pretty peeved that their buddy got pounded in the tail pipe even though it was HIS OWN fault.
