i about to get another sproket for the track my question is instead of going down one in the front im going up 3 in the back will i need a longer or shorter chain, or will it fit and i just have to shorten the base of the bike?

I have a 43t and the chain works just fine like it is. BT did the same on the train and again had no problem with stock chain.

PS. make sure to get steel not aluminum sprocket.

what about the high carbon light weight stuff

As for me I don't know anything about them. With the high torque applied by the busa I would think anything that is not very strong would not suffice. Carbon is light but how much strength does it really have?
