It would appear from experience that those are clear lenses, like mototecks. The owner then did a "glass etch" on the inside. Since it's plastic, cut a reverse vinyl image and letters and place into position. Next get some spray frost tint/paint like substance. Spray in an even flow from 12-18 inch in light layers to obtain the darkness ya want. Let cure. Cut and remove vinyl to leave clear spaces.
