question about function of the U-haul trailer converter mod

I've done this mod since I made a new board for the tail and wanted integrated signals. My question is this... When you turn on say, the right signal, isn't it such that both the running light LEDs and the signal/brake LEDs are supposed to flash for signal or is it just the set of LEDs for signal brake that are supposed to flash?

As it stands now, only my signal/brake set flashes when I put on my signal
