I know JC just had a big blowout sale, but I was away on a business trip when the deal went down. So I guess I'm going to have to shop around. Does anybody have any recommendations or know where I can pick one up at a decent price. I'm not in a rush and I'm a tightwad

Yes. The r means it adjusts ignition timing as well, and it is the only one that works on the '03 (me thinks).

I've been given the impression that 02 and up require the 'r'

Not sure about the 02', but the 03' needs the PCIIIr. Besides why would you not want to be able to adjust the timing?
