Odd front end noise in a TLR1000.

A buddies Tiller is making in odd noise in the front end. He did neck bearing thinkin that was the issue no luck. He's a Lil vid, he's holding the front brake and pressing down on the bars. Nothing can be seen rubbing, ideas?
