New Fairings - Pads & Heat Shields?

Can someone tell me if new OEM fairings will come with the pads & heat shields already mounted to them?
I'm assuming they do but would like to know for sure.

Right, can Justin at Honda east get ya a better price? They come all ready to go on, old one off new one on, no swapping anything, nice and simple, unlike the Gen2.

That is from Justin, Odd thing is the price varies between the different years even if it's the same primary color.
