Needed: Procedure to remove 09 fender/mud guard/plate holder and if possible what can use to hold my plate after removing the fender (something legal for canada and cost effective)

Just remove the 4 bolts that hold it on(12mm socket) and unplug the tag light.
Blanca Busa has thread somewhere that uses the rear reflector brackets to mount the plate, and a small led can be used if you need a tag light.
