I used to clean old gas out od dirt bike tanks. The kind of old gas that would turn into a varnish type material. We would take some ball bearings and some fresh gas. Like half a gallon. Thrown in a bunch of BBs and the gas and shake it like crazy. Gas is an amazing disolver and cleaner. I never had to use water once. Not sure if it would do the same on sugar, but seeing as how it is soluble there should be no issue. I would be very reluctant to put water in my tank, but if I did I would imagine a hearty blast of WD 40 would get behind every drop of that water and escort it out of the tank. Just my $.02
