Need help to convert VOB file to WMV

Anyone know where I can get free software to convert a VOB video file? I have a video from a squad car that is priceless but I need to get it into a format that I can upload. It's just shy of 34mb so I need to do something with the size as well but don't want to lose any content.

Anyone got any suggestions?
