is it to square up two pieces of metal at a 90 degree...with another clamp on the tab

It is for pulling baffles out of pipes with out damage to them . Snap the vise grips onto the internal sound baffle , and then take a dead blow hammer striking the metal tab welded onto the pliers . Tip oil the baffle first to aid removal

Just a guess but could it be to sandwich the plate in the bench vise while using the Vise Grips on a part that can't be placed in the large vise?
