How to get the clamp off?

Hey people, I am trying to figure out why my steering lock is not working......I removed the top bolt on the steering stem and loosened the clamps on the side....I dont see anything else holding it to the forks? Shouldn't it just slide off? It rocked more but wouldnt come up?

There's four bolts under four bottons holding the three clamps together

That just holds the top plate to the clamp. I need to remove both parts.

It just needs persuaded
Some silicone spray, and use a hammer and long punch or screwdriver from the bottom side.
Tap one side up, then the other, back and forth.
Some come right off, others are a real pain.
