How tight is that bolt suppose to be?

On the rear brake arm? The bolt at the end of the arm that attaches the break caliper. I couldn't slide my rear tire forward with out loosening that bolt, it locked up some how. Can I leave it semi loose? Its suppose to be a hinge anyways, right? Just asking.
It has a lock nut on it.???

Not a dumb question. At some point in time, most everyone has been in similar situation. Heck, years ago, I found myself holding my Katana 600 from falling down with my own body, the bike sitting on its headers, at around midnight, in the basement garage of the building where I parked it, screaming for help so that someone could assist me to put the bike back on the stand.
