If you know these guys maybe you could get one of your more physically menacing friends to deliver a message to them. "It has been rumored that two people are pulling a scam around here and stealing bikes. A lot of people have a good idea as to who these people are. If these two people are found out to be the thieves it would probably be better if the police got to them first."
