HID issues solved maybe

I am still trying to figure out whats wrong with my HID shutting off.I checked running voltage and it around 18 volts.Thats bad right??I am thinking the ballast is seeing too much voltage and shutting off.It needs 12 volts or clse right??So what do I do??Can I repair the regulator or do I buy a new one??

What year busa do you have there is a recall out on Gen II right now for regulator recall.

Its an 05 so no recall if I remember right.
