Humm lets see in Kuwait hi test is 15 cents a gallon, in Iraq its $1400.00 a gallon for J-8 Gov. price. Apparently there never was a shortage as stated a few years back.. Sorry I'm being too negative....
It comes from millions or years of decayed carbon lifeforms, or at best a naturally occuring substance created in the Earth's mantle. It is a byproduct.
