Grab bar mounting question

I got my new grab bars today and it looks like I am missing something.There are 4 holes to mount the bars, 2 big 2 small.I am missing 2 of the inserts that center the cowl over the bolt holes I think.How do these mount right??

I found some stainless allen head bolts I can use for the missing 2.
