Fork question: two holes in one leg

So I had to change out the seals in the 03 that I just got, and one leg was normal, but the other leg had two holes, 180 degrees apart, about 1/4" or so in diameter, about half way up the fork leg. No way to get the recommended amount of fork oil in due to it running out of the holes. I thought it might be just drilled holes for lowering or something, but it appears that the holes had the same gold coating on them as the outside of the forks. Is this normal, or do I have some special fork, or what would be the reason for drilling and is it common?
