ERR on dashboard

I have 2014 Hayabusa from Japan. What does "ERR" on dashboard mean? Bike is almost new, has slightly fallen once.

I might discovered the reason. ERR means "Electronic Toll Collector card is not installed"

Does anyone knows if there is different overspeed limiter for Japanese version of that bike?
