Do you balance new tires with or without rotors on

The more of the rotating mass you can balance as a whole the better! But some balancers (mine anyways) preclude using the entire cush drive and sprocket without surgery to the balancer, which I had to do when I bought the Busa.
 
I use a static in my garage with the rotors and cush drive w/sprocket.
I agree with top gun the more rotating mass the better.

Absolutely. The more of the assembled rotating wheel mass that gets balanced, the better.
 
mabey i should balance mine at work...since we balance high speed turbine shafts lol...oh and make them too
