Didn't look like he even meant to hit the biker. It looked like he figured the bike would zoom straight through the intersection and his only route to follow him was the sidewalk. Fate took over and they did the meet and greet right there.

The most shocking thing imo is that the biker just got up and adjusted his gear, walking patiently to the back door with the copper. Second to that is the fact that he couldn't lose that black and white in that kind of traffic?!
