Compression damping adjuster

I am trying to set my suspension up and the compression damping adjuster screw on the left front fork will not screw in so I can set the forks equally. Has anyone had this problem before and if so is there a way to fix it?

what if they was not set equally before u got to it and it was already screwed in all the way?

It is not screwed all the way in. You can tell when they are all the way in. I'm guessing it was about 9-12 turns out. It will only turn about 3 clicks from stop to stop.
