Bending header flange

I searched and didn't find much.

I am installing a HMF Big Bird system and put in new gaskets with SS Bolts and anti-seize.

I first tightened them with a T-handle and then decided to check the torque spec and tighten to that.

The manual says 16.5 lb-ft. I used a brand new bar style torque wrench and found all the bolts to be less then spec. Now they are tightened to spec and the header flanges are all bent towards the engine block.

Is this normal? It seems if I loosen things they stay bent and the bolts are loose.

Will this cause any issues?

Any help is appreciated. I installed the radiator but will pull things apart if needed.

I don't think it's a big deal, Just make sure they are not binding up on the pipe. If they are not, and you torque to spec, you should be fine. It also helps to tighten them down each side a little at a time that way one side doesn't get so far in and when cranking down the other side it has to bend.
 
My Muzzy flang did this,I stopped at 12ft lbs.Still tweaked inward a little.Been over 4k miles since with no problems.
