Avatar assistance

It has been suggested that I finally get an avatar.  I don't want to just put up a pict, I'd like one of those cool wazoo avatars that move/morph/change.  What type of program would I use to generate something like that.  What type of file is it? (GIF I'm guessing?) I'm one of those "I have to make it myself" guys and don't want to use a canned image.  I'm fairly competer literate so it dosen't have to be a ground floor operation.
