The fine you get in New York for being caught with a license plate that has purposely been blocked will be levied sometime after you get your motorcycle out of impound! Thats why these are for "show purposes", or "off road" use only . . .
Probably better to pull over if you have any Officer with flashing lights behind you, better chance of seeing the next day alive or worse.

I have seen some people who use Velcro and a hinge. When they want to hide, they just flip up and the velcro holds it.

I got a kit for a car from them which works well but I can't really speak on the bike kits.
