Am I missing something on my fuel tank? PIC

A little bit confused. My buddy pointed out to me that every bike he has ever had has some sort of a restrictor for the nozzles. I told him the busa does not. I went out to take a pic and show him and took a really good look... What the heck is that hole on the left? Is that some sort of a vent or am I missing something and that was drilled in?

There is no restrictor and that looks like a drain hole.

Not really lately...still....|I read some of the posts Red resurrects...some of those were just plain nasty to read...
