Adjusting pc map

When you adjust a map on the PC, shouldn't it be done in increments of +/- 3 (rich/lean) to have a noticeable effect?

in a sense yes. You also shouldn't just focus on a specific cell. As an example if you change just one cell at say 80% throttle and 5000 RPM by +/- 3 you wont feel it. But if you changed 80% throttle and 4500, 5000, 5500 rpm by +/- 3 for all three cells then you're more likely to feel a difference.
