2013 hayabusa won't shift into higher gears

What's up guys. I have a 2013 hayabusa that won't shift into higher gears at high rpm. Let me explain a little. For starters, the bike is fully stock. No engine mods. Just a swingarm, a full brock exhaust, and a air shift. Also I do drag racing with it. When I leave in first gear and try to shift into 2nd gear (even with the clutch pulled fully in) the bike will not shift at 9000 or higher rpm. It hangs up. Only when I let fully off the throttle and let the rpm fall down to 7000 or less, it will shift. And that's with every gear. I've replaced the clutches. And still have the same problem.

I said the shafts, not forks.
As for shafts, SAE Outlaw Performance, is the most reasonable at $42.95 for a set
