2000 Hayabusa Won't Start Without Starter Fluid

I rebuilt the stock fuel pump, new gaskets, o-rings, basket filter and even a new fuel cock but still won't start. It turns over hard, harder when I turn the throttle but only when I spray starter fluid in the air box will it start briefly. You can hear the fuel pump prime when I turn the key so what should I check next? Gear positioning switch, tps, could it be the ecu?

Fuel pressure and injectors would be the first place I would check.

If it drops below 12, it will not fire!

CHECKED AT THE COILS
not the battery or ECU

Did you clean the fuel pressure regulator filter?
