It might be a culture shot to some, but Romania has a VERY large stray dog population. Here's a cute pup... It's estimated there are over 250,000 strays in Bucharest alone...

My GF is from Romania. We go back every summer to visit her family.

The people can vary like anywhere else... There does seem to be a lack of friendliness at times in the city, but I can't say that I blame them... And on the contrary, I've met some people here who will give you the shirt off their back...

The main problem is the level of corruption, especially among some of the higher ups...

Bucharest is a very busy city kinda like new york, so there is a lot of push and shove. Outside of the city, it has some amazingly beautiful areas I still need to visit. Lots of beautiful countryside, castles, roman ruins, etc... Some things dating back to 5000 BC... Geographically speaking, there is a great variety of things to see...

The issues again fall back to the high level of corruption. After the fall of Socialism, a lot of the members of the Socialist party took power in the new government. The police have almost no power, and so much is done under the table that the country is going massively in debt... Not sure what can be done about it at this point...

Where there any issues you were specifically thinking of?
