Battery has a couple of weak cells. It will return a full voltage until placed under a load. Either boost it, or replace the battery with a fully charged new one and see what happens.

You will get slightly different answers based on the actual setup. The only true way is to check for a HP number is on a dyno. I've seen a single .28 jet "typically" yields " 25-35 HP at 950 psi of bottle pressure.
I do it all the time...bring the Revs up to just above the stall springs, shift to 4th gear, and roll on the throttle.
The issues I have are with fully auto transmissions....don't like spinning the dyno to 220 mph.
I went from a Power One to a Shinko Stealth for my LSR Nitrous bike and frankly I couldn't tell a difference. Last year, I switched over to the RS and while it did "o.k" it wasn't quite as good. But, at speeds that I see, I trust the RS a little more.
