The fact that it's made on a Windows machine is irrelevant. What matters is what format it is in (mp4, avi, etc...) and how it was actually burned on to a DVD. It could just be a janky (that's a technical term) DVD rip. Also, what version of Handbrake are you using? I recommend upgrading to the...
