To make a long story short....went down on the busa and the frame slider pushed in the frame. Insurance company says that the stock frame is not power coated! Is this correct?

I am looking at getting a second bike and I found a 01 blu/silver with 14000 miles on it. It's a clean bike, but they are asking 7500 for it. It only books for 6800......What to do....Do you guys think that it is a fair price? Thanks Kelly
