A single stage controller opperates off of manifold pressure, which means you are using the turbo as the actual air pump supply to put pressure against the wastegate. The dial on your controller is nothing more then a regulator. If you can't more boosy into it, then you have a leak somewhere.

The only clutch mod that can not be used on the street is a slider. All other lockup style setups can be.....

The limits of that kit depend on the motor setup. 7-8pds on a stock motor.

1st make sure one of your check valves is not turned in the wrong direction. The air needs to be able to release outward. If those are installed properly, then you might have a bad map sensor. (or the map sensor might have a short).

Every turbo system has it's limits. The only 1 thing each turbo system has in common is that they're all designed to make horse power. Pretty much about 99.9% of any problem with a turbo comes from a installation error of some kind. Usually a good instruction manual will help limit the issues, if there is any. Also just like anything else.....you get what you pay for! A low end / low budget system is just that. In most cases...
