when you first turn the key to the on position the momentary fuel pump whine that you should be hearing is the fuel rails being pressurized. the ecu sends a signal to the injector, opening it.

as to the first cop shot... damn. if it wasn't a high risk stop, i don't know that standard practice is to pull all passengers.

heya, there is something odd going on. the act of replacing rubber brake hoses with braided by itself will have no effect on brake drag. its like changing a garden hose, then saying now the faucet sticks on.
however... either your bleed procedure, or your actual install method may have caused...
it sounds like you have replaced the entire fuel system w the exception of the ecu. i read that you did check the battery. you had it load tested? your bike is charging correctly? 12-14 volts when off, and a marked increase in voltage running?
