Fans that are attached to a pulley have a clutch on them in cars, they are not spinning 100% all the time.
When the fan spins fast it flatens out the blades which in turns moves less air.
Having the fans on all the time is not good.
if you are slow rolling or stoped its OK.
If you are on the freeway and or moving semi fast the fans actually can slow airflow down if they are on.

Have you checked with the city or county this happened in, because some will pay for the damages because its there responsability to check these roads so this does not happen, thats what you pay for from DMV.
I just cut the plastic and left enough space to flip and bolt the stock metal bracket back on the bike and then went and bought some small turn signals and mounted them to the plastic also.

I cut the plastic and left enought to flip the metal bracket over that holds the plate on and bolted it the plastic I left.
Then I bought these little turn signales that are mounted on the sides. The signals were pretty cheap, like 20-25 for both.
