Default newb question- spacers for a turbo?

im trying to gain some general knowlege about the bike, and i hear you can get more psi safely when you add a spacer to the motor!?! not sure if im going on the right track, but is it like a head gasket on the bottom end? lowers compression? If so, and you wanted to run a velocity then why not just rebuild the entire thing forged and stroked? or is it easier then im thinking...
